Arrow is licensed Apache-2.0 with a Commons Clause rider. You may read, fork, self-host, and use it commercially — and keep what you build. You just can't repackage Arrow itself and resell it as a competing hosted service. Because of that no-resale clause, Arrow is not OSI "open source," but the full source is public and yours to inspect.
